Absztrakt

The study aims, with qualitative and quantitative methods, to introduce the most contested crisis management measure of the EU, the emergency relocation mechanism and to analyse its implementation and the impeding factors of the implementation. The first part of the study reviews the main features of the mechanism based on the decisions of the Council of the European Union, the second part analyses, based on statistical data and European Union documents, the state of the implementation and the intensity of the participation of the member states, as well as the causes of the quite divergent member state participation. The third part takes into account the political, ideological, administrative and capability impeding factors emerging on the side of the obligated and the beneficiary member states, and the so called immanent problems too, which derive from the nature of the mechanism.
