Simulation and Challenge as a Learning Framework in Public Service Education

Abstract
The Joint Public Service Practice (KKGY) is a large-scale, interdisciplinary simulation program at the National University of Public Service. Through realistic crisis simulations, it provides a joint learning opportunity for students preparing for careers in public administration, law enforcement, military science, and water management. What makes the program unique is that the learning experience is shaped not only by the simulated professional situations, but also by the group dynamics that develop during them.
This study presents the educational development experiences of a two-day simulation exercise conducted in the spring of 2025, based on feedback from participating students and instructors, with a particular focus on the role of facilitators and the opportunities and challenges for student competitiveness and collaboration in this complex learning environment
